Yes, you still should. If I understand it correctly, you always get atleast 2 packs.

For each POP-sanctioned tournament, Premier Event, or League Season in which you participate that is reported to POP, you will earn one "credit." Each credit is a step toward a Rewards "Tier." Play in 3–5 events to reach Tier One and earn 5 POP packs. Play in 6–10 events and hit Tier Two—10 packs! Eleven events or more and you’re at Tier Three, earning 15 POP packs! Thus, you can earn up to 15 POP booster packs each quarter (three months).

Yanmega has to be THE Lamest rare in the set. Heatran is nice tho. a viable option for those heatran LVx's to attack for 2 energy, not 4.
