is it possible to build and test unlimited decks at bebesearch and playtcg?

Yes. Sortof. Though you probably would have to make private or password games as random opponents will be expecting to play in the modified format.
When building your decks on Bebe's Search, first add a bunch of random placeholder cards into your deck. Then go to the right side of the window where your deck list is. Click the little pencil next to each card and you will be able to search the back catalog for cards that are out of format. Though I think bebessearch only has Diamond/Pearl sets and forward right now. I built and was playing around with a GliscTomb deck not too long ago.
