Pokémon TCG: Sword and Shield—Brilliant Stars

Please help clarify!

last states i went to in oregon for tcg someone said that there was a signal for a "Sleeping Pikachu" for the ds. i found it and its moves were yawn, rest, snore, and sleep-talk. then i myself later found a signal for a worlds 08 lucario with blaze kick, sunny day, bone rush, and one other move i forgot. no one knew who did it. i talked to the judges about it (no clue) and everyone i knew. no answer.

now yesterday i was at the regionals in oregon and there was the the rotom secret key two days early.

can anyone explain what the heck is happening? i thought that only TRU workers could brodcast certain signals. i talked to a kid that claimed to have sent out the signal and that it was a "secret". (yeah right)
anyway, please help with even the smallest answer

He most likely managed to get a hold of one of Nintendo's past event cards and altered the coding to change the Pokémon the signal would send out.

It's not completely unheard of for 'fake' events to run around like this. One was just recently done during the Platinum release party at the Nintendo World Store. And during the Shaymin giveaways before that a couple of people ended up downloading fakes instead of the real thing due to a hacked distro card sending out signals.
