The Defending Pokemon has a Fluffy Berry attached, and flips heads on Agility. Can I use Plunder to discard the tool card, or is that considered an effect on the Defender?

Scenario #2, this time the Defending Pokemon has a Mysterious Shard attached. Can Mew ex use Plunder to discard the tool? If so, will that cause the Defender to take damage?

Removing the Tool from the Pokemon is an effect on that Pokemon.
So, Agility would stop it.

Same thing for Mys. Shard.
