PlusPower on 1st turn of the game?

I played in a local unsanctioned tournament last weekend and someone told me that PlusPower can't be played on the first turn of the game according to the "new" Black and White rules. Is this true? I'm aware of the Rare Candy errata,but I wasn't sure about the PlusPower question. An official ruling please! =)

They are incorrect, there is no such text on the Black and White printing of the card.

^It wouldn't be a text ruling, it would be a game state ruling as with Rare Candy.

But still, you can play any card on your first turn except rare Candy. plus Power is fine (though i wouldn't mind a no T1 PP ruling myself).
