Is it possible to use pokemon Breeder in the first turn?

But wasn't it ruled that evolution effects can be used on the first turn of the game? In unlimited, you should be able to use Breeder on your first turn if you can use Wally's and Rare Candy, right?

Breeder specifically states it can only be used if you could evolve normally-something you can't do on the first turn.
