^ Breeding is the best bet to get the nature and IV's and ability you are wanting.
As far as the steps to take to EV train, here is the process:
Breed for the Pokemon your wanting with the nature/ability/and IV's (individual values, 31 being the max possible IV in a stat)
Your IV's should be something like this after breeding, I will use Tyranatar as an example:
Nature: Adamant
Ability: Sandstream
IV's: 31/31/31/25/0/31 (this is an example, but only to show emphesis onto the stats you are wanting to max out)
After you hatch the T-tar, you can do many of the following methods of giving the desired stat the increase your wanting to max out:
Use ten vitamins, and then battle the wild Pokemon that gives the effort points towards the attack stat.
Use vitamins and feathers combined, until you have used all 252 points towards the attack stat.
In BW2- you can also use the shop in Join Avenue to give effort points to a Pokemon by the amount sold based on the shops level.
You have so many more combinations to make full use of applying all 252 effort points into the stat your wanting to max out.
Battling wild Pokemon, feathers, vitamins, Join Avenue shop, you can do all of this even if the Pokemon is level 1, just hatched.
This guide needs to be updated to include the Join Avenue aspect of giving your Pokemon the EV points.
The best way to keep track of the EV's you have used, is by way of pencil and paper. This way you know how many EV's you have used up, and what you can do to use more to reach the amount of a stat increase your wanting to have.
IMO- using vitamins, feathers, and the Join Avenue methods at level 1 is the best, since you are able to get all of the EV's out of the way without having to be carefull what wild Pokemon your encounter.
Although you will not see right away that the EV's were applied right away at level 1- you will have already known how many EV's you have used and the possibility to make any mistakes is also out of the way.
One of the best ways to accumulate a bunch of feathers is to ride your bike in a circle at the end of a bridge, where you can get anywhere between 30-45 wings in about a minute (well, the most I have gotten is 45 in a minute, only because I ride the bike in a circle and stay right at the end of the bridge) while hatching your eggs from the day care.
