Poke-POWERs + special conditions

At league the other day a more experienced player told me that unless a Power specifically states that it can be used even while the Pokemon is affected by a Special Condition, it can't be used in that case. I can't find anything about this in the Compendium or rulebook, so where can I find out more?

He's got it backwards.
Unless it says that it can't be used while the Pokemon is affected by a Special Condition (which most Powers do state), then it can be used.
Look for rulings on Baby Evolution.
