POP 3 legal for remaining Regionals

Trainer Kit 2 is now modified legal. POP 3 becomes modified legal on April 14th. Both of these sets will be legal for all remaining Regional Championships.

Neither set is included in the official Regional Championship decklist. They are legal anyway.
