If a Player plays a Premier Ball to search their Discard Pile, with no Lvl X's in it, does the Trainer fail as a result of the Discard Pile being public knowledge? If it does fail, does the card go back to their hand?

Would the player then be able to search his deck and voluntary fail there, even though Trainers(I know supporters can voluntary fail, but could not find a specific ruling about trainers) cannot be played for no effect? If this is correct would the card go back to the player's hand?
 
This is a bit of a complicated situation.
If the deck plays only one Level X, it's an easy call.
You can't play a Trainer for no known effect, and the discard is known, so if there is no Level X in it, it would be known that it would fail. Therefore, the play would be rewound, the Premeire Ball put back in their hand, and they can choose to play it again, with the deck as the target this time.

Let's look at another scenario. Let's say they have multiple kinds of Level X cards in their deck. In this case. They are looking for one Level X, but a different one is in the discard. Now, this time, if they start searching the discard for a Level X and don't find the one they want, but another one is there, they have to take the one that is there!
 
The secod part of your question is about searching your deck and voluntarily failing that search, and the answer to that is yes, you can choose to do that. It makes no difference if the search is being done as a result of a Supporter or Trainer, or anything else for that matter. Since the deck is not public knowledge, when you a search for a specific card or type of card you can choose not to take one even if one is there.
