You just open up a case against them (should be under the 'resolve a problem' option), and they then have 3 days to pay for the item. If they do not pay by the end of that period, the transaction is then cancelled. You receive a credit for the Final Value Fee you were charged, and the buyer also get an "unpaid item" mark on their account. I believe if you receive more than 3 of these marks, your account gets suspended.
