Question: If I have a Double Colorless Energy attached to Primal Kyogre EX, can I move a Water Energy and then a Double Colorless Energy to my 1 Benched Pokemon using Tidal Storm?

I think that I could, using the Retreat For 2 Using 3 Energy rule that I can't find right now, but I want to make sure I've got this one right.
