Would the fact that you have to have a certain number of PLAY points to attend Nationals this year keep the attendence at a status quo and balance out?

Why should it? Using the ratings search on pokemon.com shows over 2500 masters with 10 or more play points.

IF the primary purpose of having a 10 PP entry was to reduce numbers at USA nationals then I don't think 10 is anywhere near enough to make any significant change. I would actually expect the opposite effect and that it motivates more to turn up after investing time and effort to get the 10 PP.

Not that I know but I expect the 10PP is there this year to reduce the number of registrations for the free Tee followed by being a no-show the next day.
