Promos Legal in Modified?

I was wondering if Promos are legal for Modified tournaments (states, battle roads)
(ones that show up in the tcg search of course)
 
All "stamped" promos are legal per the set symbol printed on them.
If they have a legal set symbol on them, they are legal.
