Psychic Restore vs. Fainting Spell

I am just double checking this. Today, at a local mini tournament, my friend Arie used Psychic restore on his Uxie to knock out my Gengar. But, the other players and judge overuled that I was able to used Fainting Spell before his Uxie is put to the bottom of his deck. Who was right?
