Yes, that is a restriction, you must be already a TO (tournament organizer) to apply.
So if you don't have a TO number you can't apply but you should also be not able to enter that page.

Thanks for the heads up on the email address. (did not know that one) We are an official league however. So I don't know what I am missing other than the professor thing, which I keep meaning to do something about, but never seem to remember to take care of. If I put "none" in the blank areas as is suggested in the instructions, I get a different response that tells me a number is supposed to be in that particular blank.

Being an official league doesn't make you automatic a TO. (your are a LO).
Meaby that's the problem.
