Query regarding Malamar's "Mental panic" attack

Had a circumstance where Malamar used Mental Panic knocking out the opponent.

My question was: does the residual effect of 'mental panic', then pass on the the next pokemon that comes up from the bench ?

Mental Panic states that the target is the "Defending Pokemon".
That refers to specifically the Pokemon that was attacked.

To work as you ask, it would have to say that it affected the "Opponent's Active Pokemon", which refers to a game location.
