Question about a piece of pokemon merchandise

I have acquired a Pokemon mat sort of thing (it's made out of a material similar to tarp) and have not been able to find out a single piece of information about it. I was wondering if anyone here has seen anything like it and maybe could tell me about it (price, history, etc.) I would be greatly appreciative. Thanks, a link to the picture is located below
