question about quagsire SW

I noticed whlie looking through the new SW scans that Quagsire has a powr:; however, his powr: seems to be lacking the usual text "This Power can't be used as long as Quagsire is affected by a special condition." Was this done, on purpose, or is this a mistake? Thanks!

Not all Poke-Powers have that disclaimer - if it's not on there, it can still be used if it is affected by a Special Condition.
