Question regarding Bursting Balloon

Everyone knows that Trevenant Break and Bursting Balloon make a great combo, but I had a different question.

What happens if a Trevenant Break uses it's attack Silent Fear into an active Pokemon that has a Bursting Balloon attached? Would the Trevenant Break receive 6 damage counters?
 
damage and damage counters are two separate mechanics one is damage and the other is an effect. bursting balloon is looking for damage and wouldn't be triggered by silent fear which places damage counters.
