Questions regarding Wally

Scenario A: Player 1's second turn. Togepi active and Player 1 evolves from hand into a Togetic. Can Player 1 use Wally as their Supporter for Turn to evolve into Togekiss?

Scenario B: Player 1's second turn. Togepi active and Player 1 evolves via Wally into a Togetic. Can Player 1 then evolve from hand into Togekiss?

A: Sure. You don't get to use the "Play from your hand" Ability, though. So that's not optimal.
B: Sure.

Why aren't you doing this, though:
Player 1's first turn. Use Wally to evolve Togepi into Togetic. Then use the Delta Evolution Primal Trait to evolve again that same turn into Togekiss and use the Serene Grace Ability.
