Here's the Raikou text:

Raikou EX - Lightning - 170 HP

:lightning::colorless:Thunder Fang 30
Flip a coin. If heads, the Defending Pokémon is now Paralyzed.

:lightning::lightning::colorless::colorless:Voltage Arrow
Discard all Energy attached to this Pokémon. This attack does 100 damage to 1 of your opponent's Pokémon. (Don't apply Weakness or Resistance for Benched Pokémon.)

Weakness:fighting:x2, Retreat Cost:colorless:

When a Pokémon-EX has been Knocked Out, your opponent takes 2 Prize cards.

Discard 2 cards from your hand. Search your deck for a Pokémon, show it to your opponent, and put it into your hand. Shuffle your deck afterward.

Reveal cards from your deck until you reach a Supporter card. Put that card in your hand, and shuffle the cards you revealed into your deck.

So the strategy is to start with thunderus or cleffa, and build up eelektrik to start chraging up the raikou. Then bring him out to active and start sniping out weaker benched pokemon. With the junipers and junk arms and thunderus to discard pile some energies for eelektrik to bring out. Catcher high retreat cost pokemon while sniping the bench. Please give me feed back!

First off, Raikou's Voltage Arrow only needs 2 Lightning and 1 Colorless, and you only have to discard the Lightning energy.

What I would do is
-1 Raikou EX: You're never going to use 4, so why run 4?
-2 Zekrom EX:
-3 Collector: Duel Ball is a much better choice
-2 Cilan: NO
-2 Catcher: With Junk Arm, 2 is a sufficient number to have
-1 Max Potion: See Catcher
-2 Revive
-6 Lightning energy: Way too many energy. You're recycling the energy so there is no need to have a massive amount.
Total: -19

+1 Mewtwo EX: Just to counter another Mewtwo or to get a quick X-Ball KO
+2 Zekrom: Still an excellent attacker that doesn't need to discard energy
+3 Duel Ball: Might not be as consistant as Collector, but, IMO, is better for the fact that it is never a dead card in your hand and can be Junk Armed
+2 Skyarrow Bridge: This is the card that makes this a good deck, it needs to be out as quick as possible, so the more there are, the better chance of having it by turn 1 or 2
+1 Random Receiver: for consistency
+3 PONT: It's PONT, why wouldn't you run it
+2 Super Rod: Best form of recovery in the format
+2 Switch: The Eels WILL be Catchered
Total: +16

This leaves you with 3 more cards to put in. Some options could be another Tynamo, for consistency, Level Ball, to get the Eels out faster, Eviolite, so Raikou could live a hit from Terrakion or for Zekrom and its Bolt Strike, Tornadus, for fighting resistance, more PONTs or Junipers, ect.

I would love to run a mewtwo ex in here, but im on a budget. I can only use the cards in my collection or cards easy to buy, and mewtwo isnt one of them. For leagues and such im totally going to use a proxy, but i cant promise in official play to use him, being an $80 card or an extremely rare pull. Also, im not sure i agree with the duel ball. the flippyness of the card makes it unpredictable. what if i ran:
3 Collectors
4 Duel Ball
to ensure the maximum probability of having my pokemon out turn 1.
and are you sure Zekrom is a better choice than Zekrom EX? Yes i have to discard the energy, but if 2 of my eels are out, i fish both energies out of the discard pile next turn, so isnt it just as effect, if not more since it does 150 damage?
