I am a Yu-Gi-Oh judge and have been since the game started and what is quoted above is NOT true. Cyber Jar has an effect of picking up 5 cards and revealing them to your opponent and special summon as many of the monsters that were picked up if they can be Special Summoned and all other cards are added to your hand. However, that is not the only reason why what was quoted above is incorrect. The rules of Yu-Gi-Oh as it relates to decking out is plain and simple, you lose when you cannot draw a card when your Draw Phase starts. Your Draw Phase has already passed in your example because you are either in your Main Phase 1 or Main Phase 2. You end your turn, your opponent tries to draw a card in their Draw Phase, but cannot because they picked up their last card from the effect of your Cyber Jar. They lose because they could not draw a card in their Draw Phase.
