I was wondering if you could use Rare Candy to evolve the same turn you lay down a Basic Pokemon to Stage 1 or 2?

Another question, do I have to lay down any cards on the bottom of my deck to draw [for Claydol]?
 
1. Yes, you could.

2. Yes, you'll have to put at least one card at the bottom of your deck

Yes, any card that evolves automatically (Rare Candy), breaks the rules of normal evolution, such as evolving after the pokemon has been in play for a turn and no evolving on the first turn.

Yes, you must put at least one card from your hand to the bottom for your deck to activate Cosmic Power. In this game, "up to" usually means "up to, but at least one". It's weird, but that's how it works.
 
Regarding Claydol - "If you do, draw cards until you have 6 cards in your hand."

Putting no cards on the bottom of your deck doesn't qualify as doing something.
