Rare Candy Question

Can I rare candy if I go second? Why or why not. I really cant remember the ruling since candy got nerfed

The latest card text should clarify this ruling Rare Candy link. It has all that extra text on this version so that it follows the evolution rule that you cant evolve on your first turn even if you go second.

The rules changed candy so that it can't evolve 1) on Turn 1 and 2) if the poke has just been played down, you can't candy it up on the same turn.
