if you are going second can you use a rare candy? because you are not allowed to evolve first turn and it says on the card that using a rare candy counts as evolving
You can't evolve normally, but you can use Rare Candy or any other effect to evolve.
The text is not there to limit RC, but to limit any attempt to evolve normally after using RC and also to note that Effects are removed by its use.
