The best Rat build I've seen so far is Plasma Badge + Asp Gym.

A lot of people insist that they beef up Raticate with Apsertia City Gym... and I've got no idea why. It is an all but guaranteed OHKO against a competent deck. I've made the mistake of saying "set-up", but the truth of the matter is that many decks don't even need that. Hypnotoxic Laser/Virbank City Gym are widespread, so even bumping up the HP of Raticate isn't likely to save it it from being KOed the next turn.

Note that if your deck is using Aspertia City Gym anyway, no harm in getting the benefit. I could see using it to help Rattata survive just a little better as well. Of course, a lot of this is speculation on my part.

Run a combination of Old Rat w/ Plasma Rat. (Plasma Rat does the "Junk Hunt" thing for late game)

Old Rat get's energy Accel (Colress Machine Trainer) with Plamsa Energy when Badge is attached.

When one Rat goes down, you can attach DCE + Plasma (with Colress Machine).

Shadow Triad = Recover whatever is needed from Discard pile.

If you go this route, however, you will need to deck about 3 super rods to get old rats back into the deck late game.

I seem to be an "idea man" myself; I come up with a lot of tricks to use for most cards, but having the chance to test those out to sort the "good" from the "bad", that doesn't happen very often. =/

At the time, there was only 30HP Ratatta. It takes that one out of range of being OHKOed on the bench. As a Raticate, it cannot be OHKOed by Hammerhead while active. So, you get two chances to attack with the same Raticate.

Now, Mr. Mime does some of that job and there is a 40HP Ratatta that can survive the bench hit anyway.
