^ Why do you need 3 energy switch? A lot of RayEels decks don't even run one.

From your original list:
-2 Rotom (Good, but Emolga is the better starter and I don't see a point for Rotom if you're not starting with it)

-1 Lightning energy (8 is perfectly fine)

+1 N
+1 Juniper
+1 Eelektrik (you need that 4-4)
+1 Fire energy

+1 Ultra Ball/Attacker

I think a 3-3 split of Ultra and Level is ideal, but you only have Rayquaza EX as an attacker (Lil Quaza doesn't count). Some variety always helps.

I have made some suggested changes. You need to max out on switches, as shown above. Switches allow you to get out of the annoying status conditions that float stone will not. Also it is not a guarantee that you will be able to effectively get Keldeo/Float Stone out every game, so they help to mitigate that. I also feel that Skyla is needed in a deck that runs catchers/switches, so that you can increase the chances you get them when needed. I also bumped up your Juniper/N counts to four. Juniper especially is key to getting your Lightnings in the discard combo'd with ultra ball, and having your original 6 ways to do this is not enough. 7 Chances (sometimes both ultra ball AND juniper at the same time) is better, wouldn't you agree?
 
quick question what is the dragon vault ray for y not have 3 ray exs?

get rid of victini for raikou ex who can deal 100 damage to any pokemon on the field not only active.
u can manage with 3 catchers if u have the raikou since you can bench ko if needed and get rid of energy switch as it is not needed if you skyarrow bridge so you dynamotor raikou free retreat ray and vise versa next turn.

The cards you sugessted would help but energy switch is for fire nrg not lightning

The second Keldeo adds consistency against Gothitelle/Accelgor and can also help you stay afloat if a Keldeo is prized.

Another Rayquaza because without computer search its good to increase your top deck chances.

Scramble switch can buy you an extra dragon burst if you dont have enough fire energy and/or you dont have a Keldeo in play.

Cut Emolga because level ball usually does enough for me in terms of getting eels, and ultra ball for exs.

Buffed supporter line because yours was pretty thin.
 
why the 3rd keldeo?

2 kedeo would be enough right and i would need another float stone.

and i dont think scramble switch would be the best thing

i like my skyla toolbox

it helps to get and keep fire nrg and as i only run 3

ok how about.....

testing time just wish i had the time today

another float stone imo is needed
