Could a HJ forbid the use of Ray DV in his tournament? Or he must follow the floor rules and allow it since it falls under the unreleased cards section of the Tournament Rules doc?
Head Judges should follow the floor rules unless there is a very good reason not to.
If they decide not to, they should have permission from Pokemon ahead of time or expect to explain in depth afterwards why they did not follow the floor rules.
