rayquaza's dragon burst attacks reads: discard all :fire: energy OR all :lightning: energy attached to this pokemon. this attack does 60 damage times the number energy cards you discarded.

do you have to choose if you discard only:lightning: or only :fire:?
can you discard for example 2 :lightning: and 1 :fire: to deal 180 damage?
what if rayquaza has only 1 :fire: and 1:lightning:, can you discard both? or you can only discard 1 of them?

The text is pretty clear. It says Fire "or" Lightning.
It does not say "discard as many energy cards as you like in any way that you like".
That's what you're looking for.
