This deck is all cards no newer than Platinum sets. I do not have any cards newer than Platinum

Pokemon
2- Rayquaza C (SV 8)
1- Rayquaza C Lv. X (Promo DP47)
2- Gible (SV 106)
1- Gabite (SV 59)
1- Garchomp (SV 5)
2- Absol G (SV 1)
1- Absol G Lv. X (SV 141)
2- Altaria C (SV 49)
1- Gallade 4 (RR 20)

Energy
7- Water
9- Fighting
6- Psychic
2- Dark
3- Steel
4- Darkness
1- SP energy

Trainers/Supporters/Stadiums
3- Premier Ball
2- Energy Search
1- Professor Oak's Visit
1- Mom's Kindness
1- Rare Candy
1- Battle Tower
2- Underground Expedition
2- Buck's Training
2- Bebe's Search

My strategy is to get a lot of cards into my hand fast, then use Rayquaza C's Trash Burst to get them out ouf my hand so that I can use Razquaza C LV. X's Final Blowup without discarding all of its energy. Absol is my primary backup, with Garchomp against anti-SP decks.

I only have steel energy in because I don't have a lot of cards. When I get the cards, I will take them out and put in a Garchomp Lv. X, another Rayquaza C Lv. X, and one more each of Garchomp and Gabite.

I am open to all suggestions, and I am primarily looking for a good basic Psychic, Fighting, or Water Tech to swap out for Gallade 4 and possibly the same for Altaria.

Please remember that I do not have cards newer than Platinum. I can get newer cards, but I would prefer not to right now. If there is a new card you think I should get, tell me, but also include its closest equivalent from DP/Platinum sets

Okay so you're trying to keep this between Diamond&Pearl to Triumphant? I'll try and stay as much as I can withing the limitation.

You're using SP cards but you're not utilising the SP engine? What madness is this. The flaw and problem with Rayquaza C lvX is that you basically need to discard all the resources in your hand just to keep a consistent Final Blowup stream going. Which can be dangerous, if Rayquaza C lvX gets ko'd then you'll be left with nothing in your hand.. Coupled with Rayquaza C lvX's awkward energy requirement , it's too much of a hassle just to build a deck with it. Because the entire deck has to based around it and taking advantage of its Poke-Body. If you still want to go down that route then you can try this: I will have to include 2 cards that are from newer sets:

3-1 Rayquaza C lvX
2 Crobat G
2-2 Claydol (Great Encounters)
2 Regice (Legends Awakened)
1 Victini (Noble Victories)
1 Unown Q (Majestic Dawn)

4 Cyrus's Conspiracy
4 Energy Gain
4 PokeTurn

4 Double Colorless Energy
4 Water
4 Fighting
4 Psychic

You should only utilise Final Blowup when you have the opportunity to do so. This list tries to utilise Rayquaza C's Twister attack (Double Colorless energy) as an attack you can rely on for most of the game until you've set up Final Blowup. Victini allows you to reflip the coin requirements of attacks. So if you get double tails on Twister then you can use Victini to reflip for that attack. Regice allows to to dump cards from your hand (Use it alongside Cynthia's Feelings - Shuffle and draw 4 cards , discard those cards with Regice. This would work better with Judge from HGSS:Unleashed) Claydol allows you to redraw cards. Crobat G is just a nice SP card to have.

Honestly you would be better off basing this deck around Garchomp and Use Energy Removal & Super Energy Removal as it would be easier to manage, but it's up to you.
