re: alternate art question

why wouldn't it be legal, assuming i brought a translation of the card if the card has been released here with a different picture. basicly, it comes down to prooving its the alternate art version or the regular art version.

This isn't really the forum for getting into the "why"s of rulings, especially when they are format and tournament rules.
However, as a guess (see, not the kind of thing we like to do in this fourm!), I would say it is because of exactly what you brought up, "proving its the alternate art version" of a legal card.
