RE: Energy Gain and Damage Porter

So I was looking through the comendium updates from the previous few months and re-stumbled ont his ruling between TGI Energy Gain, and Damage Porter.

Can I get an official reason why? Energy Gain states clearly that "the attack cost of that Pokemon's attacks is :colorless less.", while Damage Porter says just as clearly "That Pokemon may use this card's attack instead of its own." Just want to understand the explination behind the ruling.

In this case, the ruling went to the Japanese R&D team and came back for us to publish, so we don't have access to the details of the reasoning
