Can't answer about the Lucario. It hasn't been released, so who knows what artwork is has or what will be released until it is?
They released the starter basics as alternate art promos, there were alternate art versions of some cards released in POP sets.
So, who knows?
As for Victory Medal, the floor rules state that different art means that it can't be used, at least until or unless a card with that artwork is released in the US.
