But I mean for Mew*, not Mew ex. I know Mew ex can have extra energy. Is Mew* allowed to have extra energy? From Pop's ruling it can't.

I didn't mean it that way. I meant you have to have at least the exact energy required.
Of course you can have extra.
Why would you think that you couldn't?
