No quite. It's important to use the right words here.
Old "Pokemon Powers" affect both Poke-Powers and Poke-Bodies.
An effect that blocks Poke-Powers will only block old Pokemon Powers if there is ALSO an effect in play that blocks Poke-Bodies too!
This is covered in old versions of the Compendium. I suggest, that if you are playing mixed formats or unlimited, that you check those out.
