Relicanth (SV) Attack "Grand Swell"

SET UP,
Opponent has a Relicanth (SV) active. and attacks me with Grand Swell.
I have two bench pokemon and one active. There is a Technical Machine (TS-2) attacked to one of the benched pokemon.

Attack: "Grand Swell"
Choose 1 of your opponent's pokemon. This attack does 30 damage to that Pokemon for each Tool card and Stadium card your opponent has in play.

Questions:

1. TS-2 doesn't refer itself to be a Pokemon tool card, is it a tool or not?
2. Could I attach a Pokemon tool card to a pokemon that has a Technical Machine already attached?

2. Yes. They are not Tools, so there is no conflict.

Also note, Plus Power cards are neither Tools nor TMs.
