Rescue Energy and TM2 Devoluter

If a Pokemon is Ko'd as a result of devoluting is that considered a KO from damage or a KO from an effect? I am asking in reference to whether Rescue Energy is activated.

My thinking is that it would be a KO by effect, since the attack itself is not doing any damage.

It's neither, actually.
The effect devolves the Pokemon to a lower stage.
That's all that the attack does.

Now, after that is done, the HP of the Pokemon is checked and it's less than the number of damage counters on it.
So it is KO'd.
It's not even a KO from the attack.
Rescue is not triggered.
