I've looked through some old posts on this subject and (In my mind) there’s a little discrepancy in the ruling between what is consider a level -up card and a Pokémon card.

There is no such thing as a "Basic Lv. X" card.
All Level X cards are "Level Up cards.

Once in play, they become the same evolution state as the Pokémon they leveled up, but that is only in play, not in the deck, hand, or discard.

So Roseanne's Research can't find them.

They are still Pokémon cards, however, so BeBe's will get them.

Here, I read that in fact if a level up card is not a Pokémon until it comes into play, But- If I use Bebe search to get a level X card from the deck?! How could this be? a Level X card is not a Pokémon until it's in play so How could Bebe search can retrieve a Level X card from the deck when Roseanne cannot , on the premise that a Level X card is not a Pokémon until it's in play ?

Please thoroughly explain this please, I'm very confused

It is a Pokemon card.
Not a Pokemon.
A Pokemon card.
But that's really beside the point here.
Roseanne does not search for a Pokemon or Pokemon card. It searches for "Basic Pokemon... cards".
It is the "Basic" that is key requirement and that a Level Up card does not meet.
