Response to a Drillbur question

Awhile ago, this question was asked in this forum:

If I have a pokemon that uses drilbur's Hone Claws:

[C] Hone Claws: During your next turn, this Pokemon’s attacks have their damage increased by 30.

Lets say it's a mew prime that is attacking with hone claws via the lost zone. Next turn if the same pokemon uses an attack that damages multiple pokemon, lets say Kyruem's Glaciate, the attack would do +30 damage to all of the pokemon that are damaged by the attack, correct? Im pretty sure I know the ruling, but I'd just like to make sure.

To which it was responded,

Yes, that would work.

However, isn't this a violation of the Meta-Ruling below?

Effects on the Attacking Pokemon cannot add to damage done to a Benched Pokemon. Examples: PlusPower, Darkness Energy (special), and Strength Charm. (Jan 31, 2008 PUI Rules Team)

The Drillbur ruling is correct.
