Rules question: Level X and Stage level discard

Tried searchy and failed so I thought I'd ask:

If you have a Level X level up on a Stage 1 or 2 pokemon, and you use an ability that removes the highest stage evolution from that pokemon, what happens?

A Level X card is not a "Stage Level" according to the card, but a "Level Up", so would the ability remove the Level X which is not a stage level, or would it remove the highest stage level under the Level X? If it did remove the highest stage level, what would happen to the Level X?

The Level X is considered to be the same Pokemon as the one it levelled up from. For example, if I were to de-evolve a Gardevoir LVX ,both the Gardevoir AND the LVX would go back to the hand.
