Per the rule book, when a Pokemon uses it's own name, it is only talking about itself.
Obvious exceptions to this would be when a card says "all [pokemon's name]" or "[Pokemon's name} in the discard pile" since in those cases it is clear that it is not talking about the Pokemon using the Power/Body/Attack.
