There is one issue I can't get out.
If a tournament is called Unlimited and Sanctioned.
Can you than exclude more cards than the official 2 (ancient Mew and Bday Pika).
In the floorrules there is this line:
Specific constructed deck formats may include additional rules on which card sets are allowed.
I think this line is meant for Modified, but I'm in serious doubt about it.
Who knows?

Theme tournametn only Electric Pokemon allowed?
