Searching and cards that target specific named cards (i.e. Repeat Ball/Scyther)

Hey Ask the Rules Team, ran into an interaction with Elesa's Sparkle and wanted clarification on some Expanded cards that didn't have an existing ruling.

Can I play Repeat Ball if I only have 4 of the same Pokemon in play? E.g. my active Pokemon is a Houndoom BST-96 and I have 3 more Houndoom on the bench with no other Pokemon in play.

Search your deck for a Pokémon with the same name as 1 of your Pokémon in play, reveal it, and put it into your hand. Shuffle your deck afterward.

Similarly can I use Scyther CES-4 Twin Play attack if I have 2 other Scyther in play and one Scyther RCL-4 in the discard pile?

{C} → Twin Play
Search your deck for up to 2 Scyther and put them onto your Bench. Then, shuffle your deck.

Can I use an Elesa's Sparkle in a similar scenario where there are 4 Fusion Strike Energy cards in play/discard.
Elesa’s Sparkle

Choose up to 2 of your Fusion Strike Pokémon. For each of those Pokémon, search your deck for a Fusion Strike Energy card and attach it to that Pokémon. Then, shuffle your deck.

I'm familiar with the relevant Compendium Ruling but would like to gauge the differences between specific cards (i.e. Single Strike Energies) and Pokemon that share a name. (and maybe request a bug fix for Repeat Ball and Scyther on PTCGO, both currently work in the above scenarios.)
Can I use Houndoom's "Single Strike Roar" Ability to search my deck for the special energy card Impact Energy? No, you cannot. Single Strike Roar is only able to target a specific card named "Single Strike Energy". Although Impact Energy is a "Single Strike" Energy card, it is not "Single Strike Energy".

Repeat ball, Twin Play, Sparkle - no, you cant search the deck because its public knowledge there are no more of the specific card in your deck.

Twin Play is an attack; if you can pay the cost for an attack, but don't have a valid target, then that attack has been used, but the effect fails.

The question is what happens when you play the trainers and you don't have any valid targets. Stand-by for the official answer.
