Semi old school rulling: Jirachi and pow

I couldn't find this ruling in the compemdium. If I have a pokemon turn 1 and then turn 2 I use swoop teleporter, can I evole the new basic pokemon into a stage 1 withOUT using rare candy?

Q. If I use Swoop Teleporter on a basic Pokémon that does not evolve (say Lugia) and has been in play for more than one turn, can I evolve the new Pokémon I switched in on that same turn?
A. Yes, as long as the Basic Pokémon you switched out was in play at the start of your turn and would be allowed to evolve under normal conditions. (Nov 18, 2004 PUI Rules Team)
