an obscure question:

during setup is there a specific order to who puts down their basics first?

with baltoys/mews psychic balance, if you go first you can gain a slight advantage if you draw a lot of basics in your opening hand and bench them all seeing that they only have one and psychic balance to their 6 cards

once you set an active you cannot switch the active, and either way i cant control what my opponent does

given a different situation (usually) i would not open with baltoy unless if i was forced to

please answer
 
No. There are no rules for who starts.
All that matters is that both players finish in a timely manner and then flip to see who starts.
