Shuffling Question

At the start of the game when both players present their decks to Shuffle, Cut, or Tap, is either player allowed to "Six Pile Shuffle" the opponent's deck or shuffle really well? And would the answer change if said opponent is accused of stacking? Thanks for answering this question in advance.

You are allowed to shuffle your opponents deck and the start of the game; in fact, you are encouraged to do so at Premiere events.
