He means is the the one that everyone was given in the binder, or the one given to Top 32, Top 16, Top 8, semifinalist, finalist, etc. (I'm not sure exactly what positions they were given out for, I'm just guessing). And I think there is probably also one for staff.
 
The cheapest ones are the Staff promos. Yesterday there were 5 that sold on Ebay for prices between $51-$65.
 
I wouldn't get used to that price range. They are abundant at the moment since this is post worlds sales time, they will be in short supply soon.
 
I got mine a few days ago. Personally, I'd say right now $55-$65, and thats only going to rise. Thats for Staff. I've not seen a plain competitor's one anywhere, but plenty of Top XX cards.
 
And the plain single from the binder sold individually would be the lowest price of them all, not the staff card.
 
If you can find one that is. Better off finding the Staff Promos, easier to obtain. Any worlds players would be keeping theirs as it's very playable.
