Can You please make clear the Abylity of Slaking : I think it means only Slaking cannot attack if the defendig Pokemon is a Basic but the translation of this card is not 100% clear it also couldt mean that when Slawking is on the field the opponent cannot attack with any Basic Pokemon . Thanks in advance !

"this Pokemon" always refers to the Pokemon that the text is printed on (or the one copying the text).
It does not refer to any other Pokemon.
Only Slaking is affected by it.

Sorry, it's not a metagame killing card.
