Here is my speculative set list for the upcoming set. Strangely enough, the majority fits into place (excluding 63-73) with Psycho Drive/Hail Blizzard cards, and Reshiram/Zekrom starter decks that have chained evolutions in the set.

From 63-73, I have no idea what to fill in. There's Groudon EX, who's nearly confirmed for the set (one of the full art EX's in the press release), leaving 10 spots. There are 5 2-card evolutions (and Scraggy) making up the other 11, all of which are from Psycho Drive/Hail Blizzard. There are also Riolu and Lucario promos, which were released at the same time. If one of the evolution chains were left out (Mienshao, Weavile, Hippowdon, or Lucario), I have no idea what card would fill in the gap - this is where I need your help.

I've also left a list of remaining cards that didn't make the cut (largely due to incomplete chains, or lack of space).

Being that Seedot made the list, Nuzleaf & Shiftry seem like a given. Other than that, though, I'm not sure which of the evolution lines will be cut. I guess.... MIENSHAO! (Just because.)

In the gap, there is the Riolu promo that was given away with HBPD. The Lucario was just a different artwork, but the Riolu was a different card. (The one in the set has Punch as its first attack, the promo has Run Around.)

I just feel like if Groudon and Kyogre were going to be in the set, we would have seen or heard about them by now. But the lack of them on the pack art and in the press releases makes me feel that they will be cut to go along with the Rayquaza ex we will presumably get when we get the Dragon stuff later. (Not based on Ruby/Sapphire remakes, just because they don't usually break up legendaries over here). Also, Groudon's removal makes 63-73 work in this list.
 
If the English do the same as Japan does, they disregard dex numbers in regards to inter-generational evolutionary families. SoulSilver Collection had Pichu before Pikachu and Raichu. It is highly possible that Sneasel and Weavile will be next to each other. We've just never had a situation like this before to know for sure.
 
With the new info (Lucario's confired set no.) I believe Dragonairmaster is correct. The list has been updated with new cards released on Pokemon.com.
 
With the confirmation of Groudon-EX being held back (and assuming that means Kyogre has been too), I am very excited to see our English exclusive (for now anyway) Zekrom EX and Reshiram EX full art cards. Pre-release can't come soon enough.

I still think they'll be there. Not sure where, but I think it'll happen.

Only way that could work with the new set numbering system is if Groudon and Kyogre are released as Full Art cards only.

Although if they don't want to split legendary groups apart then April's set is going to be a big mix of EXs from Dark Rush, Hail Blizzard, Psycho Drive, Dragon Blade, Dragon Burst and possibly a 6th Japanese BW set. (assuming Dragon Selection contains no EXs), since all other known EXs at this point (excluding Darkrai) are members of various trios.

Speculation Based on absolutely no evidence:

April EXs: Kyogre, Groudon, Rayquaza (in BW5), Entei, Suicune(probably in BW5), Raikou, Darkrai, Random other non-connected legendary from BW5 or 6

The other two EX might also be something from later sets. They might toss Raikou/Tornadus in just to get them out of the way.

Actually things like that aren't too unheard of. For instance we got alternate art of Garchomp C, Rayquaza C, Charizard G, and Darkrai lv Xs in the past, sure as tin promos it still isn't unheard of, especially since Emerging Powers featured cards not featured in Japan at the time. Also considering the fact that all of the other EXs have Full Arts for the sake of consistency Reshiram and Zekrom EXs getting Full Arts would make sense.
 
zekrom and reshiram aren't really, really good; but they can one shot basically everything including chandelures, and creatures protected with vileplume and reuniclus
 
I don't really see how you could call Zekrom EX bad. It's basically Reshiram only better in basically every way. (More HP, more damage, discards unspecific energy), and has support that's just as good as Reshi's. Reshi EX's drawback does limit it, but it also does a significant amount of damage that can cripple most Pokemon in the format.

The reason Reshi is gamebreaking is because it has both Typhlosion and Emboar as backup; cards that can attach energy to the Active position.

Zekrom does not have that. You need to load it up on energy (probably 6-7), spend your turn attachment on it every turn, and power a replacement with Eelektrik.

Zekrom EX is a good card. It's not as good as Reshiram because of the support available to both cards.
